Re: Holding Itamar Ben-Gvir accountable during his visit to New York City, July 7–8, 2026

Dear Madam Attorney General Letitia James,

On July 7th and 8th of 2026, Itamar Ben-Gvir plans to visit New York City for the 5th UN Chiefs of Police Summit. He is a primary architect and driver of both Israel's genocide in Gaza and the illegal settlement of the West Bank. We demand that you use the powers of the New York State Attorney General's office to prosecute and hold him accountable for his actions.

Since October 7th 2023, Israel has escalated their genocide against Palestinians. The Israeli military has used more and more destructive means to lay waste to Gaza. The prison system continues to torture Palestinians, and settlement programs continue to suffocate the people of the West Bank. Itamar Ben-Gvir has accelerated these processes at every opportunity he's had.

Ben-Gvir is openly genocidal in his language and actions. He has actively supported the destruction in Gaza by calling for the bombing of food and aid distribution centers, and he has repeatedly advocated for the forceful removal of Palestinians in Gaza from their land1,​2. Ben-Gvir also campaigned for and celebrated the legalization of execution by hanging, a punishment that only applies to Palestinians held in Israeli prisons. The law was enacted on March 30, 20263. He openly advocates torture within this prison system, and the victims of this torture include US citizens and New York residents4. Ben-Gvir has advanced his genocidal goals through his capacity as Minister of National Security, and these words and deeds amount to war crimes5.

There is precedent for legal action against Itamar Ben-Gvir. Multiple governments including France, Slovenia, Ireland, Norway, and the UK have banned his travel to their countries6. The UK has sanctioned him and frozen his assets7. Ben-Gvir has harmed New Yorkers before and his presence itself is an incitement to violence. The Honorable Letitia James, you are in a unique position to protect New York City. We ask that you use the full power of your office to pursue this war criminal.

Who Itamar Ben-Gvir is, and why he's not welcome in New York

Itamar Ben-Gvir is a primary architect and driver of the genocide of Palestinians in Gaza and the West Bank, and his politics are the logical conclusion of Zionist ideology. He embodies the violence and domination of Israel.

Since his youth, Itamar Ben-Gvir has participated in the violent practices of Zionist domination. He is an avid supporter of Brooklyn-born Baruch Goldstein, a terrorist responsible for killing 29 Palestinians in a mass shooting in 19941. In 2007, Ben-Gvir was convicted of incitement to racism and supporting the Kach Party, a terrorist political party that calls for the total annihilation of Arabs in what they deem as "greater Israel"2. In 2015, at the beginning of his political ascension, he attended the wedding of Amiram Ben-Uliel, a settler who had killed 3 Palestinians in an arson attack. One of the victims, Ali Dawabsheh, was a 1-year old child. At this wedding, Ben-Gvir was photographed with attendants stabbing a picture of Ali with knives3. Ben-Gvir won a seat in the Israeli Knesset with a popular mandate in 2021 and was named Minister of National Security by the Prime Minister Benjamin Netanyahu.

Once in office, Itamar Ben-Gvir doubled down on his genocidal rhetoric and began implementing his version of ethnic cleansing as a member of the Israeli state. Sde Teiman is a notorious prison in Israel known for the rampant sexual violence committed by the guards against Palestinians. Ben-Gvir intentionally blocked the transfer of prisoners to keep them in this prison4. Ben-Gvir has cultivated a culture of impunity within the security system, letting abuse go unpunished and thereby encouraging its spread5. When the May 2026 Freedom Flotilla bringing much needed aid to Gaza was abducted by the Israeli Navy in international waters, Ben-Gvir had the crews taunted and tortured6. Several of the Freedom Flotilla members are New York City residents and were tortured by Israelis7. The prisons within Israel are already death camps due to their brutal conditions.

In addition to deepening the internal mechanisms of domination within Israel, Itamar Ben-Gvir has vocally called for the expansion of settlements and the expulsion of Palestinians8. He implemented policies to expand gun ownership for only Jewish Israelis9 and then staged a publicity stunt where he handed out rifles to settlers10. In April of 2026, the Israeli cabinet approved 34 new illegal settlements in the West Bank, and Ben-Gvir specifically pushed for the inclusion of settlements not originally on the list11. Israel currently occupies southern Lebanon, and Ben-Gvir has announced that there is a settlement plan for Lebanon12.
